You're Still
Covered.
Clean Truck Check isn't just for California plates. Any heavy-duty diesel, alternative-fuel, or hybrid vehicle over 14,000 lbs GVWR that operates on California roads must comply — whether it's registered in Arizona, Nevada, Texas, Mexico, or Canada. Gasoline-only trucks are exempt.
What out-of-state trucks must do
- Register the vehicle in CARB's CTC-VIS system (cleantruckcheck.arb.ca.gov)
- Pay the annual compliance fee (~$32/vehicle)
- Submit passing emissions tests twice per year
- Respond to any Notice to Submit to Testing within 30 days
Your deadline is in your VIN
Unlike California-registered trucks (whose deadlines follow DMV renewal dates), out-of-state and out-of-country vehicles have compliance deadlines tied to the last digit of the VIN. Every vehicle's exact dates are shown in its CTC-VIS account — and passing tests can be submitted up to 90 days early.
Where it gets enforced
- Roadside emissions screening (PEAQS) on California corridors
- Seaports — non-compliant trucks can be denied entry at terminals
- Intermodal railyards — compliance checked at the gate
- Freight brokers and contractors — required to hire only compliant carriers
Why mobile testing works for you
- No home-state tester needed — we come to your CA stop
- Test at your terminal, yard, warehouse dock, or rest stop
- Any year truck: OBD scan (2013+) or smoke opacity + visual (pre-2013)
- Results submitted to CARB same day — you keep rolling
If your truck regularly enters California, get it registered in CTC-VIS and on a testing schedule — one missed deadline can mean a gate denial at the port. Call or text (714) 785-9911 and we'll meet the truck where it is.
