Got Flagged?
30-Day Deadline.
CARB's roadside emissions monitors (PEAQS) flagged your vehicle as a potential high emitter. The Notice to Submit to Testing means you have 30 days to get a passing emissions compliance test on file with CARB — or face violations, loss of your compliance certificate, and a DMV registration hold.
What an NST means
Since January 2023, CARB has operated roadside emissions monitoring devices across California that screen passing trucks for high emissions. If your vehicle was flagged, CARB issued a Notice to Submit to Testing requiring a passing emissions test submitted to the CTC-VIS database within 30 days of the notice.
What happens if you ignore it
- Formal Notice of Violation and penalties
- Compliance certificate denied — you can't prove compliance to brokers or ports
- DMV registration hold blocks renewal on California-registered vehicles
- Seaports and railyards can turn your truck away at the gate
How we get you through it fast
- Mobile testing — we come to your yard, lot, or wherever the truck sits
- Both OBD scans (2013+) and smoke opacity + visual (pre-2013) — any year
- Results submitted to CARB same day
- Free retest within 30 days if repairs are needed first
Failed the NST test? Don't panic
Most NST failures are emissions-component issues — a malfunctioning DPF, SCR system, or sensor. Get the repair made, then we retest. Important: after repairs, the truck needs at least 5 complete warm-up cycles (15 if permanent codes are set) before a retest can be accepted — we'll tell you exactly when it's ready.
A Notice to Submit to Testing doesn't go away on its own, and the 30-day window is firm. Call or text us at (714) 785-9911 — in most of Orange County, LA, and the Inland Empire we can be on-site same-day or next-day.
